Thanks for the advice, Selva, Stephen and Jonathan. 
I will look into these options [at least the ones I undestand :) ]

How much of what Stephen said would be possible with GOL?

Seriously, 
I imagine that my problem must be a problem for anyone who 
uses fetchmail to receive these funky Japanese messages. 
For me, it's, say, two messages per day (out of maybe 100 
messages per day, total) that are coming in like this. Some 
of that may be spam, but, just to give you an idea, one of 
them is from a university prof. and another from a government 
bureaucrat, both of whom are making professional requests of 
me. It's not easy asking them to fix their mail when 
I'm the only one they know who is complaining about it. 
I nominate Stephen Turnbull to be president of a crack task 
force which searches out these offending parties and reprimands 
them (and their software developers)! :) 
I'll buy the first round of beer. 

I also think that, while such a task force is building up 
strength and creating its database, Linux folks need to 
devise a way to be as lenient as the other OSes in this regard. 
Their from field could be made up of homing pigeon feathers; 
if Win allows them to be retrieved and Linux doesn't, business 
is bad for the one who chooses Linux. That's a pretty decent 
sized population considering the sales of the various Japanese 
localized Linux distributions.
