well, turns out it was a faulty patch block in my cubicle.  idiots who
wired these cubes liked to cut corners, apparently.  It's been fixed.  I
found the problem (finally) when I took the cover off my computer to
discover that the link light on my NIC was intermittent - same over at the
switch.  Kept replacing/swapping stuff until I found the problem... sigh.
