tlug: bulkmailer is broken

All,

bulkmailer appears to be fubar.  It's dropping messages in a pattern which
I'm unable to ascertain ... but there *is* a pattern.

I've reverted tlug-main to using straight sendmail until I get this figured out.
This means that tlug-main will have latency issues.  So it oges.
