First, I'd get a more reliable UPS  :-)

ATX motherboards will auto power-up when they detect power (it's
in your BIOS power settings), but I don't know how long power must
be present before they boot (a short time, though).  I can't remember
if that time is selectable and I'm not going to reboot to check, but
feel free to experiment on your own :-)
