It's possible that your base system is old enough that the device node hasn't been created. grep for ftape or floppy tape in /dev/MAKEDEV, and see which devices it creates for the floppy tapes. /usr/src/linux/Documentation/devices.txt for Linux 2.2.14 indicates that the correct name for that series of devices is /dev/*qft[0-3], not /dev/*rft[0-3]. See if /dev/qft0 exists and make a link to that. You should consider using the n?zqft0 device instead, since that does transparent compression.
