I don't think it's apache problem. Just your NS comunicator can't decide charactor-encoding for ja of your HTML properly, I suppose. Try to put a metatag between <HEAD> and </HEAD> of your HTML document like this; <meta http-equiv="Content-Type" content="text/html; charset=x-sjis"> Please see if it works fine or not.
