Vietnamese, whether for nationalistic reasons or technical, has its own standard character sets, VSCII and VISCII (I think the latter is a more recent version of the former). IIRC, there are enough extra characters that it breaks the 94 + 96 boundary required to fit into ISO-8859 (which would make it a technical issue). The Vietnamese also use hanzi.
