SCSI BIOS' primary purpose, from a booting perspective, is to hook itself
into the motherboard BIOS int21 (maybe not 21, it's been a long time since I
fiddled with lowlevel BIOS calls) handler if it detects a bootable device.

Motherboard BIOS does not know, does not care, and in fact is incapable of
caring about any devices found on the offboard controller beyond calling
the handler.  The aforementioned BIOS option has meaning only if the special
OEM SCSI card is used (as mentioned by a previous poster).
