if the machine is showing up on network neighborhood, though, I wouldn't
think it was a port problem?

In Redhat7.1 (under some install options) all well-known ports are
closed by ipchains.  I wonder whether this also applies to Redhat7.

Check your /etc/sysconfig/ipchains. Rename this file temporally and
check whether ipchains is the culprit.
