I had a look at sitescooper (from http://www.sitescooper.org/).
It looks like they bundle the required modules (e.g. HTML::Parser)
in the tarball. So the problem with the module is not in
your perl install, it is a problem with the bundled version. 
Perhaps something went wrong during the installation process?

You can probably just delete the HTML::Parser stuff
from under the site_perl directory in the dist. Then it will
use the HTML::Parser module from your perl install. But things
get scary from this point on...you might want to contact the
package owners.
