Jubal Harshaw? As in Stranger in a Strange Land?

No way, Jose'. The story/noveloid I had in mind was in the first person,
related by a NYPD cop, explaining why he was back on the beat. He was 
telling someone  the bizarre story of the religious war ...... Perhaps we 
are conflating two different things.
