That is fairly common amongest Japanese sites, they very rarely have the charset defined in the html headers. As they are designed on Japanese Windows using Internet Explorer everything works fine for the developers. One of the worst examples of this was the English version of the Australian Embassy in Tokyo web site, the English pages had Japanese charset defined and Japanese characters on the pages.
