I've had some good experiences with the linux htb traffic shaping scheduler,
cbq works too, but has way too much options and is less accurate. The
only really annoying problem is that traffic shaping works only on
outbound traffic.
There is ingres shaping for inbound, but AFAIK you can not subdivide it
into different classes.
