[tlug] JPNIC Question

I've been poring over the JPNIC website for the last 2 hours with no 
luck.

I've agreed to become the tech contact for a friend's domain ( it's a 
".or.jp" )
Problem is, nowhere can I find out how to register for a Japanese NIC 
Handle.

The domain is registered and hosted at pair.com, so it's  not like 
getting a new domain, where they usually take care of that for you.

Anyone been through this already?
