Steve and I should actually write that Linux/Unix I18N we've been
plotting for a few years.
All those variables actually mean different things. For engaging an
input method, the one that is honoured by compliant software is
LC_CTYPE=ja_JP. Sadly, not all software is compliant. For example
Mozilla only talks to kinput2 via xim with LANG=ja_JP set.
