DDI used to not be able to view ordinary web pages but DoCoMo has been able to do so for at least a couple years now. That was one of the excuses I used for switching. But I still use a DDI card for data. [Note: DoCoMo accesses regular pages via I-mode which, for basic-plan folks, carries an extra charge.] Now, by "ordinary" I mean really ordinary. Graphic-intensive pages and/or those that make use of non-HTML extensions don't always work. I'd be interested in hearing if the Opera browser is even readable when viewing anything that was not specifically designed and laid out for mobile use. I use PRIN with my DDI data card. As far as I can tell, it's just about as cheap as any other provider. Don't forget that some providers charge extra for incoming mobile connections (or for the "privilege" of being able to make them at all).
