It was supposed to be there for static protection, but was good enough to short-circuit the thing. I wasn't the one who took it apart, the repairman showed it to me. But technology has come a long way since then, you probably know how electronic devices are manufactured nowadays. When the product comes off the assembly line, it won't be packaged and shipped to the customer straight ahead, rather it goes through a quite severe stress testing and QA process. Seagate has to make the drives silent to be able to claim the "industry's best acoustics" and insulators are well suited for that purpose. This won't neccessarily mean that every drive will be toasted a week after the warranty is over. After all, my two ST380011A drives are still doing well (one of these is already a replacement...).
