I use XEmacs; once you've got the man page formatted in the buffer access is instantaneous, and with the buffers tabs you have a tabbed list of open man pages to point and click to. And the xrefs in See Also are clickable. I'm sure there are dedicated/GUI browsers for the purpose that can do at least that much, too, although I can't name one offhand.
