I think (personal opinion) that they are quite equivalent, and they
won't show you the photos in the page. Only plain text...

Vim is great, but if you've never used it before, it will take you
some time to learn. Bluefish is like a standard plain text editor,
with syntax highlighting and some menus to help you with HTML syntax.

Other people most probably use other software to edit their HTML pages...

With vim, to convert the older pages to UTF-8 you can open each file,
type the command ':set fileencoding=utf-8' and save the file.

With bluefish, you can select the encoding in the menus (Document ->
Character Encoding).

But they won't convert the HTML entities for you. For that the best
way that I know of is to open your old page with your browser (e.g.
Firefox), and copy-paste the Japanese strings...
