It seems like by the linguistics definition of grapheme, they
mean the whole character. But the character can be composed of
differnent common pieces, one of which is the radical, which
has been "blessed".

A number of Chinese input methods (changjie, dayi, boshiamy) work on 
pieces of characters, e.g. mountain or mouth. For changjie and
dayi, the chunks map to special character keys on the keyboard.
For boshiamy (the fastest input used method in Taiwan), they map
to the English alphabet.
