I experience that several times per trip _within_ a city. Generally, the gap in power is intentionally longer than the (passenger) trains, to separate circuits. It sure is a nuisance on hot humid summer days when the A/C isn't enough even without the dead track sections. One can design train power supply with overlapping power from different circuits, but generally the extra expense and complexity is not worth it. Just hope the train doesn't stop in the gap. By the way, 25Hz AC power was used for trains in northeast North America.
