try the following

mkdir .merge_dir
for backup_dir in *;
    cp -ur ${backup_dir}/* .merge_dir 2>/dev/null
done
mv .merge_dir newest

in the parent directory of the backup folders.  It won't remove
duplicates where the file has been renamed.
