No way. Windows machines are not "network silent", but, to slow down a network, you need to be *very* verbose, much more than that... Of course, a misconfiguration could make a machine to "loop" and spoil your wifi network, with a poor implementation (I mean any OS, from Linux to Windows). But you can be sure that language settings (your question) are not involved in this traffic.
