In this case nothing can be done.  It is USUALLY not as big an issue
with a school, because the nature of the information they deal with is
often intended to be shared.  My comments would probably be more useful
to a less public organization.

However, whatever the case may be, if the higher ups say no to
monitoring, there is not a lot that can be done.  If there is no
monitoring allowed however, how can user agreements be enforced?
Doesn't that effectively invalidate most aspects of what a user agreed
to do or not do when they set up their email account, simply on the
grounds that there is no way to know if they are or not?
