The thing is [Ruby on Rails is] a two part system. Ruby is a Japanese language similar to PHP and Rails is an American devleopment for streamlining web design projects. Together they are supposed to work very well as an overall development package.
There are other Rails-like frameworks for other languages:
Python: Django - http://en.wikipedia.org/wiki/Django_web_framework Perl: Catalyst - http://en.wikipedia.org/wiki/Catalyst_%28software%29 Java / .NET: Spring - http://en.wikipedia.org/wiki/Spring_framework
