You may find a low end ADSL connection to be cheaper.

After you pay 1200 yen a month for your dial up and then pay the 200 yen
per hour for the toll fee you will quickly be up around and over the
cost of a cheap ADSL line.

Not sure if you are aware but with ADSL there are no dialling fees.

Of course if you live too far from an exchange (maybe somewhere in the
middle of the boso hanto or Hokkaido) you will be out of luck :-(
