AFAIK everyone everywhere is subject to them. Cf. Dmitry Sklyarov and Alan Cox.
Also AFAIK the US bases in Japan are Japanese territory.
They are - like embassies military bases are usually extraterritorial (ok - US bases in Germany are extraterritorial, therefore I think in Japan it's the same)
