I used a service called "DomDom" for 3,675 yen per year. Seems they have changed their name (or at least their domain) to: http://www.drive.ne.jp

Reasonably good service. I remember that there was something about changing the DNS online that didn't work, but I just emailed their customer support and they did it for me within the day.
