No, he denies that vehemently.
This was purely a Yanagisawa/Kyuma-style foot-in-mouth situation, as both founders of Subversion are dyed-in-the-wool FSFers (in fact Jim Blandy is a former Emacs maintainer and past FSF president, IIRC; anyway, definitely a major spokesman for the FSF and the GNU project, and to his everlasting credit, a Japanophile).
He had a vehement reaction on the list too :) Maybe Stallman had a bad day with other contributors in the past then ?
