I just wrote a quick perl script to dig through the amazon.co.jp page and every where that the encoding is set (i.e. encoding=...) it's set to UTF8. It's set 53 times so I'd say their intent is pretty obvious. The page is about 138Kb.
I attached the form code for the search. One place it isn't set is in this form.
