It's actually the other way round. TCP works great for applications
that open up a connection, transfere a lot of data and close it
again. It does not work well for applications that open a connection
transfere some data once in a while and after a long time close the
connection.

That's basically a fundemental design issue in the conguestion
control/avoidance algorithms used (and no, that cannot be
easily changed).

That's also why bulk traffic stuff like email, web etc work
fine until packet drop aproaches high rates (how high depends
on the RTT), but has problems with bursty stuff like telnet
or ssh even if the packet loss is low.
