Do you mean Asterisk[1].  If so it is a pbx not really the same thing. 
It does however support most of the major telephone and video
conferencing protocols.  There are workable alternatives to skype they
just require more setup.  My understanding is that Wengo is a sip phone
bound to a single SIP provider.  Is there anyone using it who can clarify.
