If you do a search on the Ubuntu wiki for Japanese in
Open Office (I don't remember the exact page), there
is a tutorial on what to export where to get it to
play nice.

Or at least there used to be.

Also, if scim doesn't work, I have had luck
with Prime.  I think sometimes which desktop
environment you use can effect it as well.

(Maybe the choice of KDM vs GDM is more important
than the desktop that actually shows up though.)
