DOS and Windows (depending on the version of DOS of course) are
covered under entirely separate EULA's.  As long as he has a legal
copy of DOS, there should be no license issues in creating a boot
disk, on USB, floopy, CD, whatever.  The only issues should be
technical.  ^_^
