IE6 Sp2 on Windows XP Sp2 JP can do it:

( IE6 -> menu -> 表示->エンコード->Unicode(UTF-8)
httpd.conf(2.2.3): AddDefaultCharset UTF-8

Firefox 2.0.0.11 on Windows XP can't do that but I think it is possible
to do so if the browser display un-encoded URL as it is in the address bar
and send the encoded URL to the web servers when user requests.
