There are very strong economic pressures to do "default permit" and take other measures to keep the spam levels low. Startup's sites are often valued based on the number of users, number of posts, and suchlike; anything that decreases the precentage of users that continue to use the system, as opposed to trying it and giving up, thus can translate into a direct financial loss.
