Actually, you can try connecting even if the server is refusing
connections there and what you get back might give you some clues. In
particular, you might get an "admistratively blocked" ICMP response,
and, probably more reliable, you could compare the hop counts of the
ICMP responses for ports known to be unblocked and ones that may be
blocked.
