As I realized after Curt prompted me, Debian changed the configuration
of my Apache *server* behind my back to "AddDefaultCharset UTF-8".
Bad, bad Debian.  Since that's what the server was sending as an HTTP
header, Firefox quite *conformantly* ignored the META element.

HOW-ever, Firefox is nonetheless buggy.  It apparently caches type
information about the URI, and neither a reload nor a new window was
sufficient to get the file properly re-read.  I had to drive an oak
stake through its heart, and restart.

+1 for Gentoo, whose etc-update forcibly reminds you of all the
conffiles it's about to stomp on.
