I don't know for sure either but whatever it is, it is software.  For  
instance, there's only a fixed amount of fiber laid between continents  
and while there's dark fiber that gets lit as more capacity is needed,  
the undersea cable owners also expand capacity by upgrading the  
transmission technologies.
