In the U.S., in principle "fair use" refers to *excerpts* made for a *specific* valuable public purpose, but only if a paraphrase won't serve (eg, an art critic describing brush strokes of a painter, a poetry critic comparing word choice in two haiku, etc). Basically the same is true in Japan, although there are certain differences (and Japanese fair use strictly speaking doesn't exist, as the exceptions are written into the law explicitly, while in the U.S. where the concept arose fair use is at the discretion of the judiciary). Dunno about Europe, but I would be very surprised if refusing to accept money for a viewing exempts you from copyright law there.
