David, I don't know if this is representative of all libraries, but the library in Arisagawa Koen in Hiroo, which is the Tokyo Central Public Library, does have a space on the fourth floor where you can have both WiFi and power. Every table has a power plug, so there's never a lack of power for your laptop. However, the catch is that the WiFi is not free. Last time I was there, the two available WiFi services were provided by YahooBB and NTT. I have an account with DoCoMo's "M-Zone" WiFi service, which came as a rider on my mobile phone service. You'd think that it would connect to the NTT WiFi network, since DoCoMo is owned by NTT. But no. After much checking, DoCoMo is so independant of NTT that their WiFi services do not overlap. So I tend not to go there as I would have to pay an extra connection fee each time. Anyway, the library is a great place to get some work done, but you would have to pay for some monthly WiFi service. Last I checked, you could get a month's worth of WiFi from NTT for something around 2000 yen. Hope that helps. -- Dave M G
