Why would Windows have to be the primary OS? At least Xen seems to be able to run Windows within Linux. http://en.wikipedia.org/wiki/Xen#MS_Windows_systems_as_guests Also look here for other virtualization software that can run Windows from within Linux. http://en.wikipedia.org/wiki/Comparison_of_platform_virtual_machines
