If this is true it may be that the surge protector in the UPS does
in fact not handle asymmetrical surges. Of course, if you have a
proper grounding two surge protection devices, one between each
live and ground, will protect against all types of surges. A third,
to handle asymmetrical surges when there is no ground, will just
add cost, from the manufacturers point of view.

But if most appliances are not grounded in Japan, you would expect
surge protector manufacturers to take this into account. But that
may be a very naive view of the world...
