Thank you for your continued help and advice.

Long story short - the Apache server was set up to be configured through 
a web interface called WebHost panel. Which means that it didn't like 
modules being added by hand. I guess my edits conflicted with some of 
the markers in the file that designated automatically generated text, or 
something like that.

So the good news is that I was able rebuild Apache with the desired 
modules using the interface (not at all intuitive, but there it is), and 
then after that my configuration settings took hold.
