The frequencies are the same, but the power output is slightly different.
Wifi devices from outside Japan are more likely to cause interference.

If it is not certified by the Japanese government then no. There should be a
sticker on it somewhere. 

Even if it is the same model as ones you can buy here it still needs the
sticker. And usually it is only on ones sold here.
