As much as I shudder to say this, right-click on your GNOME panel,
select "Add to Panel...", and add the CPU Frequency Scaling Monitor.
Once it is added, click on it, then select either the highest
frequency displayed or the "Performance" option.

I hope there's a system-wide way to do this, but some other Ubuntu
user will have to provide it.
