In this context, it pays to be pedantic.

No, Big5 means a particular coded character set which includes almost
all characters in the JIS X standards (including kana), but is
primarily tuned to Chinese.  It is mostly used in Taiwan and Hong
Kong, IIRC (PRC uses GB character sets, and the national standard for
Taiwan is cumbersome and inaccurate, and almost entirely unused).
Fonts which are adapted to the Big5 repertoire of characters use
Chinese-style glyphs (usually but not always "traditional" style).

Yours says UTF-8, which doesn't tell us anything about the language
(and that is the problem here).
