In the sense that what the Berne Convention calls "moral rights" of
authors cannot be transferred, that's true.  But that's true of
America too, now that it's a Berne signatory.  (Of course some
countries may provide more moral rights than Berne requires, but the
Wikipedia article on Germany doesn't list any beyond Berne's minimum
for that country.)  And surely the "economic rights" do lapse after
some term, after which copying cannot be controlled?  (Eg, from the
Wikipedia article, it would appear that in Germany it's "life of
author + 70 years", which is the longest in Europe.)  For practical
purposes, "public domain" means "absence of economic control", so once
copyright lapses, the work is in the public domain AFAICS.

Evidently Germany doesn't allow public domain dedication (voluntary
extinction of economic rights), but that's controversial in U.S. law
as well (although most IP lawyers, including the FSF's, consider it
safe to accept a PD dedication in lieu of a copyright assignment).

This is also part of the Berne Convention.
