There's a Python convention in September, but IIRC it's in Kyoto.

There used to a Haskell study group in Tokyo (TSAC) of mostly
foreigners, but that hasn't met in many moons.

I'm sure there are communities that meet, but in Japan these things
tend to be somewhat more word-of-mouth than in other places.  Also, to
the extent that you can google for them, you'll need to read Japanese!
