That's the point. rpm never overwrites a touched file.
Otherwise what would happens after a pam.d/* update :)
Some distro provide interactive tools to merge changes. Some not, but
diff is usually sufficient.
I was hoping that as almost everything was using openssl the solution 
that worked well under Gentoo (I believe it actually came from Debian) 
would work under Centos/RHEL.  I am using this for automated system 
deployment with Chef so the above behavior isn't really helpful.
